sysmgr-admin 布局壳：Element Plus + 可配置布局/主题系统（5 种模式 + 主题色 + 暗黑 + 折叠/宽度 + 固定顶栏/底栏 + 面包屑/多页签/全屏/手风琴）。任务全部完成，待归档。

- spec 约定/模块清单/设计决策统一由 docs/spec-conventions.md 维护
- 丢弃 PRD 唯一权威，单一事实源改为 openspec/specs/
- 填充技术栈（NestJS 12 / Vue 3 / Node 22.23.1 / pnpm 12.10.1）
- 资源表 RES 命名 + 多租户/数据权限设计决策
- CLAUDE.md/README/config.yaml 改为引用，AGENTS.md 保持 symlink
